A BILL To amend the Internal Revenue Code of 1986 to require the registration of handguns, & for other purposes.

Be it enacted by the Senate & House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Handgun Safety & Registration Act of 2000'.

SEC. 2. REGISTRATION OF HANDGUNS.

(a) HANDGUN INCLUDED IN DEFINITION OF FIREARM-

(1) IN GENERAL- Section 5845(a) of the Internal Revenue Code of 1986 (defining firearm) is amended by striking `& (8) a destructive device' & inserting `(8) a handgun; & (9) a destructive device'.

(2) DEFINITION OF HANDGUN- Section 5845 of the Internal Revenue Code of 1986 (relating to definitions) is amended by adding at the end the following:

`(n) HANDGUN-

`(1) IN GENERAL- The term `handgun' means any weapon (including a starter gun) which--

`(A) is designed to or may be readily converted to expel a projectile by the action of an explosive, &

`(B) has a short stock & is designed to be held & fired by the use of a single hand.

`(2) DISASSEMBLED PARTS INCLUDED- Such term shall also include the frame or receiver of any such weapon, & any combination of parts from which a handgun can be assembled if such parts are in the possession or under the control of a person.

`(3) EXCLUSION- Such term shall not include a firearm classified as `any other weapon' under subsection (e).'.

(b) TRANSFER TAX IMPOSED ON HANDGUNS- Section 5811(a) of the Internal Revenue Code of 1986 (relating to rate) is amended by inserting `or as a handgun under section 5845(a)(8)' after `section 5845(e)'.

(c) TAX ON MAKING FIREARMS IMPOSED ON HANDGUNS- Section 5821(a) of the Internal Revenue Code of 1986 (relating to rate) is amended by inserting `, except, the tax on any firearm classified as a handgun under section 5845(a)(8) shall be at the rate of $50 for each such firearm made' after `firearm made'.

(d) IMPORTATION POLICY CONTINUED-

(1) IN GENERAL- Section 5844 of the Internal Revenue Code of 1986 (relating to importation) is amended by adding at the end the following: `this section shall not apply to any firearm classified as a handgun under section 5845(a)(8).'.

(2) CONFORMING AMENDMENT- Section 925(d)(3) of title 18, United States Code, is amended by inserting `(without regard to paragraph (8) thereof)' after `section 5845(a)'.

(e) SHARING OF REGISTRATION INFORMATION WITH STATE AND LOCAL LAW ENFORCEMENT AGENCIES-

(1) IN GENERAL- Section 6103(o) of the Internal Revenue Code of 1986 (relating to disclosure of returns & return information with respect to certain taxes) is amended by adding at the end the following:

`(3) TAXES IMPOSED ON TRANSFER OF HANDGUNS- Returns & return information with respect to taxes imposed by part II of subchapter A of chapter 53 (relating to tax on transferring firearms) on any firearm classified as a handgun under section 5845(a)(8) shall be available in an on-line format for inspection by or disclosure to officers & employees of--

`(A) any Federal law enforcement agency, &

`(B) any State or local law enforcement agency,

whose official duties require such inspection or disclosure.'.

(2) CONFORMING AMENDMENTS- Section 6103(p)(4) of the Internal Revenue Code of 1986 is amended--

(A) in the matter preceding subparagraph (A)--

(i) by striking `or (o)(1)' & inserting `(o)(1), or (o)(3)(A)',

(ii) by striking `or (l)(6)' & inserting `(l)(6)',

(iii) by inserting `or (o)(3)(B),' after `(16),', &

(B) in subparagraph (F)(i)--

(i) by striking `or (l)(6)' & inserting `(l)(6)', &

(ii) by inserting `or (o)(3)(B),' after `(16),', &

(C) in subparagraph (F)(ii), by striking `or (o)(1)' & inserting `, (o)(1), or (o)(3)(A)'.

(f) TRANSITION RULE FOR NONREGISTERED HANDGUNS-

(1) IN GENERAL- Any person possessing any firearm classified as a handgun under section 5845(a)(8) of the Internal Revenue Code of 1986 not registered in the National Firearms Registration & Transfer Record maintained by the Secretary of the Treasury under section 5841 of such Code shall register such handgun--

(A) within 1 year of the date of the enactment of this Act, or

(B) upon the transfer of such handgun before such 1 year anniversary date.

(2) TREATMENT OF REGISTRATION AS TRANSFER- For purposes of any tax imposed by part II of subchapter A of chapter 53 of the Internal Revenue Code of 1986 (relating to tax on transferring firearms) on any firearm classified as a handgun under section 5845(a)(8) of such Code, any registration of such handgun under paragraph (1)(A) shall be considered a transfer of such handgun.

(3) NONAPPLICATION OF PENALTY- Section 5861(d) of the Internal Revenue Code of 1986 shall not apply with respect to the possession of any handgun before the date of the registration of such handgun under paragraph (1).

(g) PROVISION OF REGISTRATION FORMS-

(1) AVAILABILITY- To promote & assist compliance with the handgun registration requirements under the Internal Revenue Code of 1986, as amended by this section, the Secretary of the Treasury shall make available such registration & fingerprint forms as may be required by the public for compliance with such requirements--

(A) to State & local law enforcement agencies & facilities of the Department of the Treasury throughout the States, the United States Postal Service, & such other agencies & departments of the Federal Government as the Secretary determines would aid in making such forms available to the public; &

(B) through the Internet in a downloadable format.

(2) SINGLE FORM- The Secretary of the Treasury shall make available registration forms that allow an individual to register the possession or transfer of more than 1 firearm classified as a handgun under section 5845(a)(8) of the Internal Revenue Code of 1986 on a single form.

(h) PROGRAM OF PUBLIC AWARENESS- Within 60 days after the date of the enactment of this Act, the Secretary of the Treasury shall commence a program to broaden public awareness of the handgun registration requirements under the Internal Revenue Code of 1986, as amended by this section. Such program may include voluntary cooperative efforts with Federal, State, & local law enforcement agencies & public service announcements as deemed appropriate by the Secretary.

(i) AUTHORIZATION OF APPROPRIATIONS- There are authorized to be appropriated such sums as may be necessary for the Secretary of the Treasury to carry out the provisions of & amendments made by this Act.

(j) EFFECTIVE DATE- the amendments made by this section shall take effect on the date of the enactment of this Act.

Abstract A method is presented for facilitating sales transactions by electronic media. A bar code or a design is tattooed on an individual. Before the sales transaction can be consummated, the tattoo is scanned with a scanner. Characteristics about the scanned tattoo are compared to characteristics about other tattoos stored on a computer database in order to verify the identity of the buyer. Once verified, the seller may be authorized to debit the buyer's electronic bank account in order to consummate the transaction. The seller's electronic bank account may be similarly updated.

Claims

1. A method of human identification to facilitate electronic sale transactions comprising the steps of: providing identity information about a purchaser on a storage medium, providing skin marking invisible ink, applying said invisible ink to an appendage of said purchaser to form a tattoo on said purchaser, storing characteristics about said tattoo on said storage medium to form stored characteristics about said tattoo, & linking said identity information about said purchaser to said stored characteristics about said tattoo.

2. A method of human identification as in claim 1 further comprising the steps of: providing financial information about said purchaser on said storage medium, & linking said financial information about said purchaser to said identity information about said purchaser.

3. A method of human identification as in claim 1 further comprising the steps of: providing financial information about said purchaser on said storage medium, & linking said financial information about said purchaser to said stored characteristics about said tattoo.

4. A method of human identification as in claim 2 further comprising the steps of: scanning said tattoo on said purchaser with a scanning device to obtain scanned characteristics of said tattoo on said purchaser, comparing said scanned characteristics to characteristics about other tattoos found on said storage medium in order to determine if said scanned characteristics match said stored characteristics about said tattoo on said purchaser stored on said storage medium, & only if said scanned characteristics match said stored characteristics then providing said linked identity information in order to verify the identity of said purchaser.

5. A method of human identification as in claim 4 further comprising the step of: only if said scanned characteristics match said stored characteristics then providing said linked financial information in order to verify that said purchaser has sufficient funds to consummate a sales transaction.

6. A method of human identification as in claim 5 further comprising the step of: only upon verification that said purchaser has sufficient funds to consummate said sales transaction then modifying said stored financial information about said purchaser to reflect a consummated sales transaction.

7. A method of human identification as in claim 3 further comprising the steps of: scanning said tattoo on said purchaser with a scanning device to obtain scanned characteristics about said tattoo, comparing said scanned characteristics to characteristics about tattoos stored found on said storage medium in order to determine if said scanned characteristics match said stored characteristics of said tattoo on said purchaser stored on said storage medium, & only if said scanned characteristics match said stored characteristics then providing said linked financial information in order to verify that said purchaser has sufficient funds to consummate a sales transaction.

8. A method of human identification as in claim 7 further comprising the step of: only upon verification that said purchaser has sufficient funds to consummate said sales transaction then modifying said stored financial information about said purchaser to reflect a consummated sales transaction.

9. A method of human identification as in claim 5 further comprising the steps of: providing financial information about a seller on said storage medium, & only upon verification that said purchaser has sufficient funds to consummate said sales transaction then modifying said stored financial information about said seller to reflect a consummated sales transaction.

10. A method of human identification as in claim 7 further comprising the steps of: providing financial information about a seller on said storage medium, & only upon verification that said purchaser has sufficient funds to consummate said sales transaction then modifying said stored financial information about said seller to reflect a consummated sales transaction.

Description

BACKGROUND OF THE INVENTION

1. Field of the Invention

The present invention relates to the identification of humans. More particularly, the present invention relates to the application of invisible, indelible tattoos on humans for purposes of identification in order to conduct monetary & credit transactions in a secure manner.

2. Description of the Related Art

The advent of computer networks, particularly computer networks owned by financial institutions has created the ability to conduct point-sale transactions in unforeseen ways. While credit cards have been in use for many years, new forms of cards are appearing that takes the place of paper money. This new form of cash, commonly called "e-money", is placed onto a card with a magnetic strip, much like a credit card. Unfortunately, as with credit cards, e-money can be stolen. However, unlike credit cards, e-money can be used by the thief with relative impunity because e-money, as with regular cash, is not registered as "owned" by anyone.

In order to facilitate the identification of humans, governments have issued cards & papers with the names & photographs of the person to which the card or paper is issued. An example of such a card or paper is the common drivers license or passport. However, as with credit cards & e-money, the driver's license or passport can be lost or stolen. In addition, unscrupulous individuals can make phony identification cards. There are, however, systems for verifying use of a credit or identification card. Such a system is described in U.S. Pat. No. 5,513,272 to Bogosian, herein incorporated by reference for all purposes. The Bogosian system uses fingerprint & voice print matching to verify the identity of the cardholder. Unfortunately, this dual matching is subject to problems, particularly when the cardholder has a cold or other respiratory infection that affects speech patterns.

There have been other methods to permanently identify humans. During the holocaust, the Nazis tattooed the arms of Jews with a unique identifying number. On an episode of the "X-FILES", a fictional television program on the FOX television network, aliens who conducted experiments on the abductee abducted a human. In order to permanently tag the abductee, the aliens etched a unique bar code onto one of the abductee's teeth. Neither of these methods is practical for marking humans for electronic sale transaction purposes. First, social conscience dictates that any permanent marking of humans not be conspicuous, such as a visible numbering on an arm like the holocaust victims. Second, the bar code must be long enough, large enough, & accessible enough to make the transaction efficient. Thus bar codes on teeth would not be practical because of the limited size of the teeth & the embarrassment caused by sales personnel placing scanning equipment in a customer's mouth.

There is, therefore, a need in the art for verifying the identity of humans by electronic means that facilitates the transaction of sales, particularly e-money, through computer networks. It is an object of the present invention to overcome problems in the prior art.

SUMMARY OF THE INVENTION

The present invention solves the problems inherent in the prior art. A unique bar code or a unique design is tattooed with invisible ink on an individual. The tattoo can be either temporary or permanent & can be on any convenient portion of the person's anatomy, preferably the forearm. When the individual desires to make a sales transaction, the tattoo is scanned with a scanner. Characteristics about the tattoo are then compared to characteristics about other tattoos stored on a computer database. If the scanned characteristics match those on the database, then the person is identified & the seller will be authorized to debit the buyer's electronic bank account (assuming the buyer has sufficient funds). Unlike credit cards or identity papers, a tattoo cannot be easily lost or stolen.

DESCRIPTION OF THE PREFERRED EMBODIMENT

As shown in FIG. 1, a tattoo 20 is applied to an appendage 30 of the wearer 15. In the preferred embodiment, an invisible, indelible ink would be used. A suitable ink would be "INVISIBLE SKIN MARKING INK #743" which is manufactured by Sirchie Finger Print Laboratories, 100 Hunter Place, Youngsville, N.C.

The tattoo 20 itself can be of any convenient shape or size. The invention works best when the tattoo is unique because no other means of identification are necessary. Although an invisible ink could be used, the invention would work equally well with a tattoo that is visible to the human eye.

In such an instance, a decorative design tattoo may be preferred by the wearer 15. Although in the preferred embodiment the tattoo 20 is permanent, the invention would work equally well with a temporary tattoo that made with removable ink. Furthermore, if the individual 15 does not wish to wear the tattoo 20, he or she may have the design or bar code placed on another medium, such as the skin adhesive material used for securing EKG leads. Suitable skin adhesive material is made by the Bard Parker Company. The tattoo 20 is placed on the skin adhesive material which, in turn, is placed on the wearer 15.

Aside from tattoos, the present invention also comprises a computer network 100 as shown in FIG. 3. Tattoo 20 characteristics are stored with the wearer's name, address, etc. in the identity database 50. Financial information about the wearer 15 is stored in a financial information database 60 that is part of the network 100. If necessary, the characteristics of the tattoo 20 can be combined with the financial information in the financial database 60, eliminating the need for a separate identity database 50 & allow the wearer 15 to remain anonymous during a commercial transaction. A suitable storage medium for the identity database 50 & the financial database 60 is a common tape drive or a hard disk drive. One or more scanners 40 & 1 or more central processing units (CPU) 80 are also attached to the network 100. The CPU 80 is used to compare scanned tattoo 20 characteristics with the tattoo 20 characteristics stored in the identity database 50. A suitable CPU is a microprocessor such as the "PENTIUM" made by Intel Corporation. If the tattoo 20 is visible to the naked eye, then any common scanner is suitable for the present invention. If invisible ink is used for the tattoo 20, then a scanner capable of emitting Type A ultraviolet light (UV-A) must be used. Under UV-A, the "invisible" tattoo appears as a brilliant white with human skin appearing as dark, providing a useful contrast for scanning purposes. However, standard scanners are designed to detect dark markings on a light background. For the scanner to read a "negative" bar code outside light must be minimized. Fortunately, these low-light conditions can be obtained easily by using an opaque covering on the scanning device.

The characteristics of the tattoo 20 can be combined with the wearer's fingerprint characteristics as well as the wearer's name, address, social security number, & any other desired information & stored on the identity database 50 as shown in FIG. 3. The name of the wearer/purchaser's financial institution, as well as current account information, are stored in the financial database 60. Once the wearer 15 has deposited sufficient funds with the financial institution, & once the identity database 50 & the financial database 60 are updated, the wearer 15 is able to conduct electronic sales transactions. After a tattoo 20 has been placed onto an appendage 30 of the wearer 15 as shown in FIG. 1, the wearer 15 is ready to practice the present invention.

All of the scanners 40, CPUs 80, as well as the identity database 50 & financial database 60 are linked together by a common databus 70 to form the network 100 as shown in FIG. 3.

The preferred method of operation, as shown in FIG. 4, is as follows:

In step 200 of FIG. 4, the purchaser selects an item for sale & initiates the sales transaction. In step 210, after the purchaser has made his/her selection, the seller's agent first scans the bar code on the article being sold in order to load information about the article & the seller for inventory & cost purposes. Next, in step 220, the tattoo 20 is scanned by scanner 40 as shown in FIG. 2. If additional identification is deemed necessary, the wearer's fingerprints may also be scanned. In step 230 of FIG. 4, the scanner 40 digitizes the image of the tattoo 20 & the purchase-cost/seller-identity information.

The scanned characteristics about the tattoo 20 & the purchase/seller information are is sent (or in computer parlance "written") from the scanner 40 to the CPU 80 via network databus 70 as shown in step 240 of FIG. 4. The CPU 80 then searches the identity database 50 for stored characteristics about tattoos in step 270. In step 250, the CPU accesses the stored characteristics of tattoos found in the identity database 50 & then compares them to the scanned characteristics of the tattoo 20. In step 260, it is determined whether or not the scanned characteristics match the stored characteristics stored in the identity database 50. If a match does not occur, step 270 & step 250 are repeated until a match is found or the scanned characteristics have been compared to all of the available stored characteristics in the identity database 50. If a match is never found, the sales transaction can be canceled. However, if a match is found, the identity of the wearer 15 can be provided to the seller because the purchaser's identity is linked to the stored characteristics of the tattoo 20 stored in the identity database 50 as shown in step 280 of FIG. 4. The seller, or, in the alternative, the simple matching & consequent identity verification, can trigger CPU 80 to query the financial database 60 to determine if the wearer 15 has sufficient funds to consummate the sales transaction as shown in step 290 of FIG. 4. If the data in the financial database 60 confirms that the wearer 15 has sufficient funds (step 300), then the sales transaction can be consummated. If the purchaser does not have sufficient funds, the seller can be so notified in step 310. Once the sale is consummated, the CPU 80 can be instructed to modify the wearer's 15 account information in the financial database 60 to reflect the results of the sales transaction as shown in step 320 of FIG. 4. Finally, the seller's account information on the financial database 60 can also be modified to reflect the results of the sales transaction as shown in step 330 of FIG. 4.

The forgoing is a description of the arrangement & the operation of an embodiment of the present invention. The scope of the present invention is considered to include the described embodiment together with others obvious to those skilled in the art.

US PATENT 4,877,027--HEARING SYSTEM --Sound is induced in the head of a person by radiating the head with microwaves in the range of 100 megahertz to 10,000 megahertz that are modulated with a particular waveform. The waveform consists of frequency modulated bursts. Each burst is made up of ten to twenty uniformly spaced pulses grouped tightly together. The burst width is between 500 nanoseconds & 100 microseconds. The pulse width is in the range of 10 nanoseconds to 1 microsecond. The bursts are frequency modulated by the audio input to create the sensation of hearing in the person whose head is irradiated.

US PATENT 6,011,991--COMMUNICATION SYSTEM AND METHOD INCLUDING BRAIN WAVE ANALYSIS AND/OR USE OF BRAIN ACTIVITY--A system & method for enabling human beings to communicate by way of their monitored brain activity. The brain activity of an individual is monitored & transmitted to a remote location (e.g. by satellite). At the remote location, the monitored brain activity is compared with pre-recorded normalized brain activity curves, waveforms, or patterns to determine if a match or substantial match is found. If such a match is found, then the computer at the remote location determines that the individual was attempting to communicate the word, phrase, or thought corresponding to the matched stored normalized signal.

US PATENT 4,858,612 - HEARING DEVICE --A method & apparatus for simulation of hearing in mammals by introduction of a plurality of microwaves into the region of the auditory cortex is shown & described. A microphone is used to transform sound signals into electrical signals, which are in turn analyzed & processed to provide controls for generating a plurality of microwave signals at different frequencies. The multifrequency microwaves are then applied to the brain in the region of the auditory cortex. By this method sounds are perceived by the mammal which are representative of the original sound received by the microphone.

US PATENT 3,951,134 - APPARATUS AND METHOD FOR REMOTELY MONITORING AND ALTERING BRAIN WAVES--Apparatus for & method of sensing brain waves at a position remote from a subject whereby electromagnetic signals of different frequencies are simultaneously transmitted to the brain of the subject in which the signals interfere with one another to yield a waveform which is modulated by the subject's brain waves. The interference waveform which is representative of the brain wave activity is re-transmitted by the brain to a receiver where it is demodulated & amplified. The demodulated waveform is then displayed for visual viewing & routed to a computer for further processing & analysis. The demodulated waveform also can be used to produce a compensating signal, which is transmitted back to the brain to effect a desired change in electrical activity therein.

US PATENT 5,159,703 - SILENT SUBLIMINAL PRESENTATION SYSTEM --A silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultrasonic frequency spectrum, are amplitude or frequency modulated with the desired intelligence & propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones or piezoelectric transducers.

US PATENT 5,507,291- METHOD AND AN ASSOCIATED APPARATUS FOR REMOTELY DETERMINING INFORMATION AS TO A PERSON'S EMOTIONAL STATE

US PATENT US5629678: IMPLANTABLE TRANSCEIVER-Apparatus for Tracking & Recovering Humans.

US PATENT FOR BARCODE TATTOO--Method for verifying human identity during electronic sale transactions. A method is presented for facilitating sales transactions by electronic media. A bar code or a design is tattooed on an individual. Before the sales transaction can be consummated, the tattoo is scanned with a scanner. Characteristics about the scanned tattoo are compared to characteristics about other tattoos stored on a computer database in order to verify the identity of the buyer. Once verified, the seller may be authorized to debit the buyer's electronic bank account in order to consummate the transaction. The seller's electronic bank account may be similarly updated.

US PATENT 5,539,705 - ULTRASONIC SPEECH TRANSLATOR AND COMMUNICATIONS SYSTEM--A wireless communication system undetectable by radio frequency methods for converting audio signals, including human voice, to electronic signals in the ultrasonic frequency range, transmitting the ultrasonic signal by way of acoustical pressure waves across a carrier medium, including gases, liquids, or solids, & reconverting the ultrasonic acoustical pressure waves back to the original audio signal. The ultrasonic speech translator & communication system (20) includes an ultrasonic transmitting device (100) & an ultrasonic receiving device (200). The ultrasonic transmitting device (100) accepts as input (115) an audio signal such as human voice input from a microphone (114) or tape deck.

US PATENT 5,629,678 - PERSONAL TRACKING AND RECOVERY SYSTEM--Apparatus for tracking & recovering humans utilizes an implantable transceiver incorporating a power supply & actuation system allowing the unit to remain implanted & functional for years without maintenance. The implanted transmitter may be remotely actuated, or actuated by the implantee. Power for the remote-activated receiver is generated electromechanically through the movement of body muscle. The device is small enough to be implanted in a child, facilitating use as a safeguard against kidnapping, & has a transmission range which also makes it suitable for wilderness sporting activities. A novel biological monitoring feature allows the device to be used to facilitate prompt medical dispatch in the event of heart attack or similar medical emergency. A novel sensation-feedback feature allows the implantee to control & actuate the device with certainty.

US PATENT 5,760,692 - INTRA-ORAL TRACKING DEVICE-An intra-oral tracking device adapted for use in association with a tooth having a buccal surface & a lingual surface, the apparatus comprises a tooth mounting member having an inner surface & an outer surface, the inner surface including adhesive material.

US PATENT 5,868,100 - FENCELESS ANIMAL CONTROL SYSTEM USING GPS LOCATION INFORMATION--A fenceless animal confinement system comprising portable units attached to the animal & including means for receiving GPS signals & for providing stimulation to the animal. The GPS signals are processed to provide location information, which is compared to the desired boundary parameters. If the animal has moved outside the desired area, the stimulation means is activated. The signal processing circuitry may be included either within the portable unit or within a separate fixed station.

US PATENT 5,905,461 - GLOBAL POSITIONING SATELLITE TRACKING DEVICE--A global positioning & tracking system for locating one of a person & item of property. The global positioning & tracking system comprises at least one tracking device for connection to the one of the person & item of property including a processing device for determining a location of the tracking device & generating a position signal & a transmitter for transmitting said position signal.

US PATENT 5,935,054 - MAGNETIC EXCITATION OF SENSORY RESONANCES--The invention pertains to influencing the nervous system of a subject by a weak externally applied magnetic field with a frequency near 1/2 Hz. In a range of amplitudes, such fields can excite the 1/2 sensory resonance, which is the physiological effect involved in "rocking the baby".

US PATENT 5,952,600 -ENGINE DISABLING WEAPON-- A non-lethal weapon for disabling an engine such as that of a fleeing car by means of a high voltage discharge that perturbs or destroys the electrical circuits.

US PATENT 6,006,188 - SPEECH SIGNAL PROCESSING FOR DETERMINING PSYCHOLOGICAL OR PHYSIOLOGICAL CHARACTERISTICS USING A KNOWLEDGE BASE

US PATENT 6,014,080 - BODY WORN ACTIVE AND PASSIVE TRACKING DEVICE --Tamper resistant body-worn tracking device to be worn by offenders or potential victims for use in a wireless communication system receiving signals from a global positioning system (GPS).

US PATENT 6,017,302 - SUBLIMINAL ACOUSTIC MANIPULATION OF NERVOUS SYSTEMS --In human subjects, sensory resonances can be excited by subliminal atmospheric acoustic pulses that are tuned to the resonance frequency. The 1/2 Hz sensory resonance affects the autonomic nervous system & may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used. The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, & disorientation. For these effects to occur, the acoustic intensity must lie in a certain deeply subliminal range. Suitable apparatus consists of a portable battery-powered source of weak subaudio acoustic radiation. The method & apparatus can be used by the general public as an aid to relaxation, sleep, or sexual arousal, & clinically for the control & perhaps treatment of insomnia, tremors, epileptic seizures, & anxiety disorders. There is further application as a nonlethal weapon that can be used in law enforcement standoff situations, for causing drowsiness & disorientation in targeted subjects. It is then preferable to use venting acoustic monopoles in the form of a device that inhales & exhales air with subaudio frequency.

US PATENT 6,051,594 - METHODS AND FORMULATIONS FOR MODULATING THE HUMAN SEXUAL RESPONSE--The invention is directed to improved methods for modulating the human sexual response by orally administering a formulation of the vasodilator phentolamine to the blood circulation & thereby modulating the sexual response on demand.

US PATENT 6,052,336 - APPARATUS AND METHOD OF BROADCASTING AUDIBLE SOUND USING ULTRASONIC SOUND AS A CARRIER--An ultrasonic sound source broadcasts an ultrasonic signal which is amplitude &/or frequency modulated with an information input signal originating from an information input source. If the signals are amplitude modulated, a square root function of the information input signal is produced prior to modulation. The modulated signal, which may be amplified, is then broadcast via a projector unit, whereupon an individual or group of individuals located in the broadcast region detect the audible sound.

Legislation passed by Congress & signed into law by Clinton portends a dismal future for freedom & privacy in America.

These laws mandate an unprecedented defacto ID & tracking system for All-American citizens.

The old line "Papers, please" will be replaced by "Can I see your ID Card?" in this high tech version of the archetypal Police State.

The laws which are a blueprint for the National ID Card System include:

* Public Law 104-208 (Omnibus Appropriations Act of 1997) * Public Law 104-191 (Health Insurance Portability & Accountability Act of 1996) * Public Law 104-193 (Personal Responsibility & Work Opportunity Reconciliation Act of 1996).

First, Public Law 104-208 (Division C, Title VI, Subtitle D, Section 656) mandates that for identification purposes, federal government agencies may accept only drivers' licenses which are "machine readable" & linked to Social Security numbers.

The Department of Transportation's National Highway Traffic Safety Administration must implement the national ID plan by October 1, 2000.

This law also stipulates the development of "counterfeit resistant Social Security cards" implying the use of biometric data like fingerprints, retinal scans & eventually DNA sampling. The driver's license, with its bar codes & magnetic strips, can carry enough information to become a database regarding your *sex *age *race *Social Security number, *driving record, as well as your *employment & criminal record.

Eventually with so-called "smart cards", cards with electronically embedded microchips, *your military service record, *health history, *drug use, *vaccination records, *pregnancies & abortions, as well as your *credit report could also be included as part of your National ID card.

This has been euphemistically called a "unique identifier", making the card a proverbial cradle-to-grave tracking device for every Amerikan citizen.

Totalitarian bureaucrats in Nazi Germany or the Soviet Empire would have loved it.

Also, under Title IV, Subtitle A, "Pilot Programs for Employment Eligibility Conformation", there will be a toll-free telephone line so an employer can call the National Employment Database to check on a prospective employee. In the words of the law, you would have to be registered in order to work, since your prospective employer could check "concerning an individual's identity & whether the individual is authorized to be an employee".

Public Law 104-191, promoted as so-called health-care reform legislation, mandates national standards for medical history information. The law states that every persons data will be stored & transmitted under a unique identifier (your Social Security number) making bureaucratic agency abuse not just probable but inevitable. Recently President Clinton has backed off, however.

Imagine the uproar. Imagine the scandal -- if the records of medical treatment for a certain president's cocaine-damaged septum became public.

Public Law 104-193, the so-called welfare reform law, was hailed as ensuring that 'deadbeat dads,' absentee fathers, could be tracked down, & made to pay. However, it will ensure a permanent record of everyone hired anywhere in America, categorized by Social Security number.

This is simply totalitarian-style population control technology to track working people, whom the government considers as "human resources" or "taxpayers".

Section 317 requires states to "establish procedures requiring that the Social Security number of any applicant for a professional license, driver's license, recreational license, occupational license or marriage license be recorded on the application".

That's not all for Police State Legislation, folks. Many ominous bills loom on the horizon. For example, The Yates Firearms Registration Act & Crime Prevention Act of 1997, would require everyone who owns a firearm to register it with the federal government, submitting your name, age, address, Social Security number, name of manufacturer, the caliber or gauge, the model & type & serial identification of the firearm."

HR 231 "to improve the integrity of the Social Security card & to provide for criminal penalties for fraud" would make the Social Security card every American citizen's photo ID.

HR 1428 would mandate states to require people to provide Social Security numbers when they register to vote.

His Public Sources for SSNs page where you can access the numbers of Indiana sex offenders, State University of New York students & others is a real hoot.

Part IV

THIS WEEK, the debate is getting a bigger & more powerful audience. Some 1,500 delegates, including current & former heads of state like ex-Soviet leader Mikhail Gorbachev, are tackling the issue at the State of the World Forum in New York. While the group includes global investor & philanthropist George Soros, the grassroots organizer Vandana Shiva & John Sweeney, president of the 13 million member AFL-CIO labor union, the most aggressive of the anti-globalization protestors who marched in the streets of Seattle & later Washington are nowhere to be seen. The freight train, it seems, will not be stopped.

"Our topic - 'shaping globalization' - recognizes that globalization is a reality," said Sweeney in his remarks to the forum. Identifying the phenomenon with the "corporate offensive & conservative movement" that swept through the West when America's Ronald Reagan, Britain's Margaret Thatcher & Germany's Helmut Kohl came to power 20 years ago, Sweeney maintained a broad focus, avoiding mention of his own constituents, who fear job losses to lower paying countries, such as China.

CROSS-BORDER CULTURES

Now, said Gorbachev, "there is a danger that globalization could be like a steamroller creating a homogenous cultures around the world." It has made it "possible to create a vast flow of culture; films, art," he said. "But in countries like Russia, 80 % of films are American." The task for leaders around the globe, he said, is to govern the process & make it work for all.

Like others at the forum - & those attending the United Nations Millennium across town - Gorbachev rattled off statistics about the world's unemployed & impoverished, people he says who have seen little or no benefits from increased trade & the most prevalent aspects of the globalization trend. One billion unemployed & 1.2 billion people living on less than $1 a day are the "fourth world" peoples that are not subject to the benefits of globalization.

Vandana Shiva, the director of India's Foundation for Science, Technology, & National Research went a step further in her indictment of globalization. Not only, she said, are many of the world's people not enjoying the fruits of globalization, but small producers such as tea farmers in India are being forced out of their livelihoods by cheaper, less quality imports. "We can't afford globalization. It is too much of a luxury."

Soros advocated stronger international organizations to ensure a more equitable sharing of the wealth. At the same time, Soros said while the spread of capitalism could very well lift many of the world's people out of poverty & despair, "capitalism & political freedom don't necessarily go hand in hand."

"Perhaps the greatest threat to freedom & democracy today is the unholy alliance between business & government," he said. Markets, he added, are not designed to take care of the common good. Perhaps, said Vandana Shiva, "we have to listen to the people who were on the streets of Seattle."

This past week I watched in shock about a new device offered free through Radio Shack. The product was manufactured by Digital Convergence which using a scanner in the shape of a cat to scan bar codes & instantly take you to the web site of the manufacturer. In the ad an angelic being sends the human to Earth to review a sample group. On his second trip the angelic being says, "I'll bet that will leave a mark." He was referring to the fall from heaven or grace.

Review the web site is http://www.freecatnoe.com This is the delivery system for the scanning of humans. The conditioning is about to begin. In Texas many police cars will have scanners. Big Brother & your Uncle Sam are knocking at the door. It will take a monumental effort not to let them in. The wolf has many disguises.
